What is a Wind Mitigation Inspection ?
A Wind Mitigation Inspection is a valuable inspection service that may reduce your windstorm insurance. Wind Insurance discounts are available for building features that reduce damage during high wind events. The Wind Mitigation discounts are justified because stronger, more wind-resistive structures have less damage during windstorms, which mean reduced costs to wind insurance companies. The South Florida Building Code with its hurricane mitigation provisions was implemented in September of 1994. In 2002 the improved structural portions of the South Florida Building Code were absorbed into the Florida Building Code as the High Velocity Hurricane Zone (HVHZ) provisions, which are applicable within Miami-Dade and Broward Counties. Most existing structures have one or more wind resistive construction features and may qualify for some Wind Mitigation insurance discounts. Miami-Dade and Broward homes have had these wind resistive features since the 1994 South Florida Building Code went into effect after hurricane Andrew. High Velocity Hurricane Zone;
In Florida, for example, premium wind discounts for certain favorable wind mitigation features are mandated by Florida State law and may total 50% of the original windstorm policy's premium. An approved wind mitigation inspector will document your homes wind resistive features and provide a wind certification report using the required " Uniform Mitigation Verification Inspection Form (OIR-B1-1802 ,Rev.02/10)". A homeowner with wind insurance can submit the results of the wind mitigation inspection to their wind insurer to obtain discounts on their windstorm insurance. Why are Windstorm insurance companies offering the discounts?
The Florida state legislation adopted provisions for a new statewide Florida building code (the 2001 Florida Building Code), which became effective on March 1, 2002. The same legislation included a requirement for wind insurance companies to provide wind insurance discounts for homes that have construction features that reduce the losses in a windstorm. Each wind insurance company was required to submit new rates by February 28, 2003 and include discounts for wind damage reducti
on (mitigation) construction features. The wind mitigation discounts are justified because stronger, more wind-resistive houses have lower windstorm losses, and lower wind losses mean reduced costs to wind insurance companies. The wind insurance discounts provide some financial incentives for homeowners to strengthen their existing homes and for new construction to be built to the strongest options in the Florida Building Code. These new wind insurance rate discounts in Florida began to take place in 2003. They apply to both existing construction (houses built prior to 2002) and new construction built to the new statewide Florida Building Code (FBC). To qualify for these wind mitigation discounts, wind insurance companies require a wind mitigation inspection-certification of the key construction features.
Wind construction features protect your home from catastrophic hurricane damage by strengthening your homes ability to withstand the uplift, shear and lateral forces of the wind associated with a hurricane to the exterior she
ll of your home. The features enhance the vulnerable components of your home's wind protective shell or envelope by fortifying your roof, exterior walls, windows and doors so they will not breach or fail in high winds. If this wind protective shell or envelope is breached, not only can wind-driven rain and debris enter your home causing considerable damage to its interior, but the high winds can enter your home and exert pressure on your walls and roof leading to catastrophic damage to your property.
To qualify for a Wind Mitigation Discount and/or wind insurance rebate on your existing wind insurance policy, insurance companies require a Florida licensed building professionals certification of the structure (wind mitigation inspection-wind certification). Our $110 wind mitigation inspection fee will cover all related aspects of the Wind Mitigation inspection and wind mitigation certification.
We also make suggestions on ways to strenghten your home against windstorms using Large Missle Impact Rated Products for use in the High Velocity Hurricane Zone (HVHZ).

The Rule requires insurers to send a list of those wind+windstorm discounts with exact dollar savings to all new and renewed policyholders. Insurers must start sending the “Notice of Premium Discounts for Hurricane Loss Mitigation” form (OIR-B1-1655) to new and renewing policyholders starting September 5, 2007. Miami-Dade and Broward homes have had these wind resistive features since the 1994 South Florida Building Code went into effect after hurricane Andrew.
6) What wind+(windstorm) construction features qualify for wind mitigation discounts?
The following figure shows typical features that reduce wind damage. Existing houses have one or more of these wind resistive construction features and may qualify for some windstorm insurance discounts. In addition, houses built after 1994 in Miami-Dade or Broward Counties and houses built after 2002 in the rest of the state generally have many wi
nd resistive construction features and will likely qualify for significant wind (windstorm) premium credits.
What is The High Velocity Hurricane Zone “HVHZ”?
The High Velocity Hurricane Zone (HVHZ) is defined in Florida law as Dade and Broward counties. The abbreviation is not related to any particular wind velocity but rather a geographic region and is a direct descendent and remnant of the “South Florida Building Code”. Prior to the development and implementation of the Florida Building Code, building jurisdictions of Florida could choose which building code to use in their own area. Dade and Broward counties had their own specific building code.
The HVHZ zone has its own special building code provisions unlike those in the remainder of the state. Every Miami-Dade and Broward homeowner should take advantage of the benefits of having a Wind Mitigation Inspection performed inorder to qualify for certain premium discounts on your windstorm insurance. But without a Wind Certification by a certified windstorm inspector, you cannot recieve them.
